To ask the Secretary of State for Scotland when he now expects to announce the full implementation in Scotland of the Disabled Persons (Services, Consultation and Representation) Act 1986; and if he will make a statement.

As indicated to the hon. Member in my reply of 10 December 1987, the rate of implementation of further provisions in the Act must be dependent on the availability of resources. We have made progress earlier this year with the commencement of section 13 on persons leaving special education. I have no plans for commencing further provisions at present, but I shall keep the matter under careful review.
