§ Mr. Home RobertsonTo ask the Secretary of State for Scotland if he will make it his policy to compensate any local housing authority which may be obliged to sell a house to a tenant for less than the outstanding debt on that property as a result of recently announced changes in the cost floor mechanism.
§ Lord James Douglas-HamiltonThere are no plans to introduce any special arrangements. The housing support grant system takes account of authorities' aggregate outstanding debt position and the loan charges which fall to their housing revenue account. Authorities incurring deficits in terms of the housing support grant calculations already receive subsidy equivalent to these deficits.
