§ Mr. FreemanThe Ministry of Defence's target reduction in non-operational energy usage for 1988–89 is almost £10 million in cash terms. Electricity used for lighting is not separately identifiable from electricity consumption as a whole, and it is therefore not possible to say how much of this is attributable to electric lighting. I regret that it would not be possible to identify investment in new energy-efficient lighting planned for 1988–89 without disproportionate cost.
