To ask the Secretary of State for Social Services what is his latest estimate of the numbers of working single people and of earners with dependent families who will have marginal rates of tax and benefit withdrawal in excess of 70 per cent. in 1988–89; and what will be the combined total number of people in that situation, including earners and their dependants.

[pursuant to his reply, 25 March 1988, c. 244–46]: On the basis of the figures set out in my previous reply the total numbers attached to tax units, where the head might face a combined marginal rate of tax payment and benefit withdrawal in excess of 70 per cent., is estimated to be no more than 2 million.
