§ Mr. Scott[pursuant to his reply, 25 March 1988, c. 244–46]: On the basis of the figures set out in my previous reply the total numbers attached to tax units, where the head might face a combined marginal rate of tax payment and benefit withdrawal in excess of 70 per cent., is estimated to be no more than 2 million.
