To ask the Secretary of State for the Environment what is his policy towards proposals for private sector sponsored transport infrastructure projects in the green belt; and if he will make a statement.

We are rigorously adhering to Government policy towards all proposals under the planning Acts for development in the green belt. This policy is clearly stated in PPG2—copies of which are in the Library—which statesInside a Green Belt, approval should not be given, except in very special circumstances, for the construction of new buildings or for the change of use of existing buildings for purposes other than agriculture and forestry, outdoor sport, cemeteries, institutions standing in extensive grounds, or other uses appropriate to a rural area.
