§ Mr. Kenneth ClarkeI last discussed shipbuilding matters in the Council of Ministers in December 1987. The topic was the Renaval programme of assistance to regions affected by the Community-wide decline in merchant shipbuilding. At that meeting I pressed hard for rapid progress to be made on the scheme. Detailed negotiations are continuing.
