Mr. Flynn

To ask the Secretary of State for Education and Science if he will take steps to ensure that local education authorities' contracts for transport to school of pupils with special needs are subject to strict enforcement of adequate provisions, concerning overcrowding of vehicles, use of safety harnesses and adult escorts for young people.

Contracts for the provision of school transport are a matter for local education authorities and the relevant transport contractors, not for my right hon. Friend.

To ask the Secretary of State for Education and Science what financial allowances will be made available to children with visual impairments to assist their independent use of public transportation services.

Section 55 of the Education Act 1944 lays down requirements on local education authorities for the

provision of transport for school children. Any additional provision for children with visual handicaps will be matter for individual local education authorities.
