§ Mr. Douglas HoggDecisions on how to enforce a prohibition under the Public Order Act 1986 are operational matters for the chief officer of police. I understand from the chief constable of West Yorkshire that a number of assemblies, unaffected by the prohibition on processions, took place and that these were well ordered. The West Yorkshire police are investigating complaints that, as one of these assemblies dispersed, those leaving it formed into a procession.
