To ask the Secretary of State for Foreign and Commonwealth Affairs what are his Department's target reductions in energy usage for 1988–89; what is his Department's target reduction in electricity usage for lighting in 1988–89 and what investment his Department is planning to make in new energy efficient lighting equipment in 1988–89 to achieve those target reductions.

The Foreign and Commonwealth Office has set a target of 5 per cent. for reductions in energy usage in 1988–89; electricity for lighting and power is not metered separately and it is not therefore possible to set and monitor separate targets for lighting usage.

Most light fittings in Foreign and Commonwealth Office buildings (other than those which we expect to vacate in the near future) have been replaced in the last three to four years by energy efficient lighting equipment recommended by the Lighting Industry Federation and the PSA. We have no separate investment plans for lighting for 1988–89, but energy efficient lighting is being installed during the current refurbishment of the old public offices.
