Mr. Cohen

To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with his NATO allies on the conditions considered necessary for acceptance of the proposal made by Fleet Admiral Vladimir Chesnavia, Commander-in-Chief of the Soviet Navy, that the Soviet Union and the United States cut their naval forces in the Mediterranean to 15 warships and 10 support vessels for each side; and if he will make a statement.
