To ask the Minister of Agriculture, Fisheries and Food what action he is taking to restore the role of the horse as an agricultural animal; and if he will make a statement.

Traditionally, those horses used in agricultural operations have always been regarded as agricultural animals. It follows that there has been no change in their status, so the question of restoring their role does not arise. I am, however, anxious that horses and ponies used for other purposes should play a full part in revitalising the rural economy and I hope that advantage will be taken of the inclusion of pony trekking and livery in the list of activities qualifying for grant under the farm diversification scheme. There is little doubt that opportunities exist for the development of businesses associated with the breeding, rearing and keeping of horses in rural areas. But, as with other small rural businesses, this calls for a spirit of enthusiasm, dedication and enterprise.
