To ask the Secretary of State for the Environment by what percentage level Brentwood local authority is above his Department's target in the current financial year; and whether it falls within the current criteria for possible rate capping.

The setting of expenditure targets has not applied since the financial year 1985–86. Under section 2 of the Rates Act 1984, as modified by the Rate Limitation (Designation of Authorities) (Exemption) Order 1988, made on 13 April, an authority cannot be designated for rate limitation for 1989–90 if its total expenditure in 1988–89 is likely to be less than £13.1 million. Brentwood has reported budgeted total expenditure for 1988–89 of £12.138 million.
