To ask the Secretary of State for the Environment what steps he is taking to monitor the performance of water authorities in England and Wales in their compliance with discharge concerns.

Details of discharges from sewage treatment works are contained in the public registers which water authorities are required to maintain. In addition, since 1986 the authorities have made annual reports to the Department detailing works which have failed to comply with consent conditions. The reports for 1987, which are now being received, will be followed-up by Her Majesty's Inspectorate of Pollution to establish the reasons for non-compliance and the remedial measures which the water authorities; propose to deal with the problems. The Department; will also examine water authority plans to improve the performance of their sewage treatment works in the context of their corporate plans.
