Mr. Cohen

To ask the Secretary of State for Scotland if the police, immigration officials or staff working in Department of Health and Social Security fraud units will be able to inspect names and addresses found in the community charge register.

Mr. Lang

Under section 20(2)(a) of the Abolition of Domestic Rates Etc. (Scotland) Act 1987 certain parts of the community charges register, including addresses and names, will be made available for public inspection.

Mr. Cohen

To ask the Secretary of State for Scotland (1) if he will make it his policy to include in the next edition of his recent publication "You and the Community Charge" information to the effect that the name and address of individuals who appear on the community charge register may be sold without their knowledge or consent;

(2) if he will make it his policy to include in the next edition of his recent publication "You and the Community Charge" information to the effect that the name and address of individuals who appear on the community charge register may be used by the police, Inland Revenue or Department of Health and Social Security specialist squads.

My right hon. and learned Friend has at present no plans to issue a further edition of the booklet "You and the Community Charge". As to his policies in respect of the matters referred to, I refer the hon. Member to my replies of 9 February at column 63 and of 21 March at columns14–15.
