To ask the Secretary of State for the Environment whether he proposes to include in the forthcoming code of recommended practice on local authority publicity a provision to the effect that a local authority should not engage in publicity in order to promote the use of services offered by a particular private business, to the detriment of other businesses offering similar services to the public in the authority's area.

The draft code of recommended practice makes it clear that there should be no discrimination in favour of, or against, persons or groups in the compilation and distribution of local authority publicity material.
