To ask the Secretary of State for Northern Ireland which district councils are within each group system for the employment of environmental health and building control staff; in each group, which council has the authority to make the individual appointments: and what roles or authority the other councils have in each group when new appointments are being made.

The district councils which are within each group system for the employment of environmental health and building control staff are prescribed in article 3 of the Local Government (Employment of Environmental Health Officers) Order (NI) 1973 (SR & O (NI) 1973 No. 168) and the Local Government (Employment of Building Control Staff) Order (NI) 1973 (SR & O (NI) 1973 No. 167) copies of which are available in the Library. Article 4(1) of those orders identifies those councils, known as employer councils, which have authority to make individual appointments.

Other councils within each group have a representative role in relation to appointments. They are represented on a group committee which advises the employer council on staffing levels and they may also be present on shortlisting and interviewing panels for new appointments although they have no voting rights.
