To ask the Secretary of State for Foreign and Commonwealth Affairs if he will publish in the Official Report a statement of forthcoming business in the European Community Council of Ministers.

The usual forecast was deposited in the House earlier today. At present five meetings of the Council of Ministers are planned for April.

The Research Council will meet on 11 April. The provisional agenda anticipates the formal adoption of the Esprit II programme (1988–1991) and the adoption of the drive, biotechnology, science, bureau of Community reference (BCR) and Delta programmes as 'A' points. Common positions on the fusion programme and the 1988–91 programme of the joint research centre (JRC) will also be discussed. The German presidency will be presenting, for first discussion, papers on the relation between EC and Eureka programmes and the contribution of research programmes to Community norms/standards.

The Economic and Finance Council meets on 18 April to consider the Commission's proposals on the liberalisation of capital movements, indirect tax approximation and the discussions on budgetary discipline with the European Parliament.

The Agriculture Council will meet on 18–19 April to discuss the 1988 price-fixing measures, and proposals on quick frozen foods, additives, materials and articles in contact with food, harmonisation of meat charges and trade in meat with third countries.

The Foreign Affairs Council meets on 25–26 April. Discussions are expected to include follow-up action to the European Council conclusions on financing the Community; EC relations with Japan; a review of progress in the GATT Uruguay round negotiations; preparations for the EC/Turkey Association Council; the 1988 guidelines for the Community's programme of aid to developing countries in Asia and Latin America; and progress made in negotiations with Hungary on a trade and co-operation agreement.

The Budget Council will meet on 28–29 April to discuss the European Parliament's amendments and modifications to the 1988 draft budget.
