§ Mr. CopeRemoval of burdens on business is part of the Government's overall policy to encourage enterprise. The report "Encouraging Enterprise", presented to Parliament in May 1987 sets out progress made since the publication of "Building Businesses … not Barriers". It is not possible to quantify the impact of this single factor on employment in small business, but the overall success of Government policy is clear with the continuing growth in the number of small businesses and the self-employed.
