§ Mr. RifkindMr. Hillhouse joined the Civil Service in 1960. He first entered the Government communications headquarters and then transferred in 1962 to the Scottish Office, where he was assigned as an assistant principal to the Scottish Education Department, spending his first four years on a variety of short-term assignments. His career subsequent to his promotion to principal in 1966 is outlined below:—
