To ask the Chancellor of the Exchequer (1) if he will estimate the proportion of total receipts from(a) income tax, (b) value added tax and (c) national insurance paid by the top (i) 1 per cent., (ii) 5 per cent. and (iii) 10 per cent. of tax payers in 1978–79 and 1987–88;

(2) if he will estimate the proportion of total receipts from (a) income tax, (b) value added tax and (c) national insurance paid by the bottom (i) 1 per cent., (ii) 5 per cent. and (iii) 10 per cent. of taxpayers in 1978–79 and 1987–88.

I regret that reliable estimates of the income tax liability and national insurance contributions of the bottom 1 per cent. and the bottom 5 per cent. of taxpayers are not available and no estimates of the proportion of value added tax paid by percentiles of income taxpayers are available. Income tax estimates for 1987–88 are based on a projection of the 1985–86 survey of personal income and are therefore provisional.
