Mr. Beggs

To ask the Secretary of State for the Environment whether students attending universities in Great Britain whose parents are resident in Northern Ireland will be required to pay the poll tax; and if he will make a statement.

Mr. Howard

All full-time students attending universities in Great Britain will be required to pay 20 per cent. of the personal community charge for the area in which they have their term-time address.

To ask the Secretary of State for the Environment what, assuming the full replacement of rates by the community charge and the implementation of the proposals in the Local Government Finance Bill for non-domestic rates and the grant system, in 1988–89(a) for England, (b) for each class of local authority and (c) for each local authority, showing precepting authorities separately, the following items in pounds per adult would be (i) the community charge without safety net, (ii) the safety net, (iii) needs grant, and (iv) redistributed non-domestic rate revenue, showing also the corresponding 1988–89 domestic rate poundage and, in pounds per adult, the average rate bill and local authority expenditure.

I do not have information which is sufficiently complete upon which to make these estimates. I will publish estimates in due course. The hon. Member is, of course, aware that we do not propose to allocate either revenue support grant or non-domestic rates separately to precepting authorities.
