To ask the Minister for the Arts what consultations he had with local authorities prior to publishing his Green Paper, "Financing Our Public Library Service."

None. The period of consultation is now taking place. Before I exercise the proposed power to make regulations on fees and charges, I will consult further those representatives of local government as appear to be appropriate.
