To ask the Secretary of State for Social Services what is his latest estimate of the numbers of working single people and of earners with dependent families who will have marginal rates of tax and benefit withdrawal in excess of 70 per cent. in 1988–89; and what will he the combined total number of people in that situation, including earners and their dependants.

The latest readily available estimates, both including and excluding the Budget changes announced on 15 March, are shown in the tables:

in the table therefore represent only 3 per cent. of the total.

Combined estimates of total numbers including heads of tax units, their partners and other dependants will be made available as soon as possible.
