To ask the Secretary of State for Foreign and Commonwealth Affairs if he will publish any instructions and directives from Her Majesty's Government in the United Kingdom acting together with other Commonwealth Governments setting out the functions of the Secretary General of the Commonwealth Secretariat.

The functions of the Secretary-General of the Commonwealth Secretariat and his staff are set out in the "Agreed Memorandum on the Commonwealth Secretariat", which was approved by Commonwealth Prime Ministers at their meeting in London from 17 to 25 June 1965 (Cmnd. 2713).

As provided for in the Memorandum, these have been added to by subsequent decisions of Commonwealth Heads of Government and Ministers, particularly in respect of the Commonwealth fund for technical cooperation, the Commonwealth Science Council and the Commonwealth youth programme, which are administratively part of the secretariat, but which are covered by separate memoranda of understanding. I am arranging for copies of these memoranda to be placed in the Library as soon as possible.
