To ask the Secretary of State for Northern Ireland what progress he has made in securing the objective set out in articles 4(b) and 4(c) of the Anglo-Irish Agreement of 15 November 1985.

The objective of devolution in Northern Ireland can be achieved only with the co-operation of the constitutional parties there. In order to establish whether a basis for such co-operation exists, I have been holding discussions over recent months with the leaders of the main parties and hope to have further talks with them in the near future.
