§ Mr. Norman LamontThe application is at present the subject of judicial review proceedings in the High Court in which a reference has been made to the European Court of Justice under article 177 of the treaty of Rome. The oral hearing of the reference is due to be heard in Luxembourg on 22 March. In these circumstances I can make no further comment.
