§ Mr. KirkwoodTo ask the Chancellor of the Duchy of Lancaster if he will make it his policy that responses received to consultative documents issued by his Department be made publicly available in his Department's library, except where the respondent has specifically asked that this not be done; and if he will arrange for this procedure to be made clear when future consultative documents are issued.
§ Mr. ButcherNo. Frank expression of views could be inhibited if there were a presumption in favour of publication. But I continue to be ready to do so in appropriate cases and when the respondent has explicitly agreed to publication.
