The group was established in September 1985 with the following remit:
To plan and co-ordinate arrangements to implement by December 1987 the national review programme proposed by the Efficiency Programmes Group; to make recommendations to the Minister for Education and Health, Health Boards and Common Services Agency on the implementation of review results; to review progress, including the level of savings achieved, by Health Boards and the Common Services Agency in implementing recommendations; to indentify and pursue future priorities for resource savings, to consider other matters relevant to efficiency in the Scottish Health Service; and to report progress.
