§ Mr. ScottIt is not possible to make such an estimate. The details of the community charge rebate scheme have yet to be decided and benefit rates for 1989 (when the community charge is introduced in Scotland) and 1990 (when it is introduced in England and Wales) have not yet been set. Whether individual student nurses will be entitled to rebate will also depend on their resources, their age and family circumstances, and on the level of community charge set by the local authority in the area in which they live.
