§ Mr. HowardI have received one such representation. The Bill, as amended, preserves the existing exemption from rating for "swinging" moorings consisting of a buoy attached to a weight or anchor. Permanent moorings, including those in marinas or between piles, will continue to be rated unless they are used for a boat which is someone's sole or main residence.
