§ Mr. HefferTo ask the Prime Minister whether she will provide particulars of all lease-back transactions entered into by Government Departments or agencies since 1 June 1979 showing(a) capital sums received from leases in respect of the assets comprised in the transaction, (b) the time terms of the leases concerned (c) the annual lease rental payable to the leasors by lease-back agreements and (d) the date of the respective transactions.
§ The Prime MinisterGuidance to Departments emphasises the importance of avoiding unconventional financing which does not provide benefits sufficient to offset any extra costs. Records of departmental assets are not held centrally.
