The lists are based on a comparison of each authority's 1987–88 budgeted expenditure with actual expenditure, or estimated expenditure where actual is not available, for 1986–87. The 1986–87 figures have been revalued to 1987–88 prices by use of the gross domestic product deflator. Non-metropolitan district councils, which incur only minimal expenditure on the personal social services, are excluded from the lists.
