Mr. Tom Clarke

To ask the Secretary of State for Social Services if he will rank all local authorities by net real expenditure, as indicated by personal social services, pay and prices, on personal social services for 1978–79 and 1986–87 per 1,000 population, all ages.

Mr. Newton

The requested information for social services departments is given in the tables. 1978–79 expenditure has been revalued to 1986–87 prices by a national personal social services current expenditure revaluation factor. Non-metropolitan district councils, which incur only minimal expenditure on the personal social services, are excluded from the tables.

Following are the requested lists, showing relevant authorities in alphabetical order. The lists are based on a comparison of each authority's 1987–88 budgeted expenditure with actual expenditure, or estimated expenditure where actual is not available, for 1986–87. The 1986–87 figures have been revalued to 1987–88 prices by use of the gross domestic product deflator. Non-metropolitan district councils, which incur only minimal expenditure on the personal social services, are excluded from the lists.
