To ask the Secretary of State for Education and Science what plans he has for intervening where a local education authority is acting improperly in its role of providing the best education service possible for the people who live within the area of that local education authority.

Local education authorities have the responsibility of providing efficient education for the areas they serve. Under sections 68 and 99 of the Education Act 1944 my right hon. Friend may intervene where he is satisfied that an authority has acted or is proposing to act unreasonably in respect of any duty under the Education Acts or where he is satisfied that it is in default of such a duty, and may then make such directions as appear to him to be expedient.
