asked Her Majesty's Government:

What plans they have for replacing the approximately £5 million of funds which would have been available to European voluntary organisations to promote cultural and political education activities had the agreement to establish a European Foundation in Paris been ratified by the Netherlands.

None. The funds that would have been available to the European Foundation would have derived from various sources including the European Community budget and private contributions. No commitment had been made to European voluntary organisations and the question of replacing funds does not therefore arise.
