Whether they are discussing with their interested partners in NATO, the EC and the Commonwealth, proposals put forward by the Soviet Union for a meeting of "representatives of the parliaments of all interested nations ….. to discuss measures essential to the ecological protection of the region" (viz. the Arctic).
