§ Mr. TrippierThe ministerial guidelines for the urban programme suggest that the local private sector and local voluntary sector should be consulted on the scope and content of inner area programmes (IAPs). The IAP strategy statement should give an account of the consultation. The form of consultation procedures is a matter for the local authority's discretion.
