To ask the Secretary of State for Social Services if he will make a statement on preparations for the implementation of transitional payments under the new social security legislation.

The assumptions used in estimating the number and level of transitional additions payable at the implementation of income support and family credit are outlined in the explanatory notes to the tables in "Impact of the Reformed Structure of Income-Related Benefits", a copy of which is available in the Library. For income support the data source was the 1986 "Annual Statistical Enquiry;" for family credit it was the family expenditure surveys for 1983, 1984 and 1985.

The estimated number of claimants in Great Britain who will receive a transitional addition at the point of change is 1.4 million.
