To ask the Secretary of State for the Home Department if he will make it his policy not to reach any final decision on the method by which independent television company franchises are to be allocated in the next round until (a) the Home Affairs Select Committee has reported on its present inquiry into broadcasting and (b) consultation has taken place on his proposals in the form of a White Paper.

The Government are considering a range of matters on the future of broadcasting, and we have in mind the possibility of a White Paper. We shall take careful account of the views of the Home Affairs Select Committee. Legislation will be required to give effect to any changes in the existing broadcasting structure, including any changes in the method for awarding ITV franchises.
