Mr. Darling

To ask the Secretary of State for Scotland if he will provide health boards with an additional allocation to cover the cost of merit awards; and if he will make a statement.

No. The costs of distinction and meritorious service awards along with all other pay-related costs fall to be met from health boards' general allocations.

Mr. Darling

To ask the Secretary of State for Scotland if he will give individual health boards control over the granting of merit awards; and if he will make a statement.

Mr. Michael Forsyth

This would not be practicable. The objective of the present system is to ensure that the awards available for distribution are allocated fairly and equitably on a Great Britain basis and this could not be achieved if allocation was determined separately by individual health boards.

Mr. Darling

To ask the Secretary of State for Scotland what was the total value of merit awards for each health board in Scotland for each of the financial years from 1979–80 to 1987–88.

The information requested is not collected centrally, but an estimate can be made from the number and value of awards at 30 November each year. Estimates are shown in the table for 1983–87; figures for earlier years are not readily available.
