§ Mr. Kenneth ClarkeThe Industrial Society, which runs the headstart in the inner-cities programme, plans to provide enterprise advice and training to at least 6,000 inner-city residents during the present one-year contract. The programme is funded jointly by my Department and the MSC, but our input is more than matched by the commitment of the society's member firms, whose managers put tremendous effort into the programme's seminars and conferences.
