§ Mr. MoynihanEarlier this year the Department sent a discussion document on water utility company functions and areas to the Water Authorities Association and the Water Companies Association. That document is now under consideration between the Department and the industry, and does not represent policy settled in all its details. I am, however, placing a copy of the document in the Library of the House.
