Mr. Cartwright

To ask the Secretary of State for the Environment what is the estimated cost of administering the proposed community charge in inner London.

Mr. Howard

The estimates given in the financial memorandum to the Local Government Finance Bill, apportioned in a similar way to the costs of rate collection, would produce a range of between £30 million and £35 million.

Mr. Redmond

To ask the Secretary of State for the Environment if he intends to collect the community charge from tramps and vagrants.

Mr. Howard

With limited exceptions, every adult will be subject to the personal community charge in the area where he has his sole or main residence. In deciding the scale of resources to devote to registration for and collection of the community charge, local authorities will be entitled to have regard to what can reasonably be achieved.
