To ask the Chancellor of the Exchequer in what circumstances bona fide wildfowlers are permitted to enter on to, or participate in hunting activities on, foreshore and intertidal land in England and Wales which is held by the Crown Estate Commissioners but not leased to another party.

[holding answer 5 February 1988]: Where shooting rights have not been granted over areas of foreshore in England and Wales by the Crown Estate Commissioners, they have given an authority to members of the British Association for Shooting and Conservation to be on the foreshore in question with shotguns and ammunition. This authority does not extend to the discharge of shotguns, which is, of course, subject to common law and any other legislation relevant to particular areas.
