Ms. Richardson

To ask the Secretary of State for Education and Science what criteria he uses in deciding whether to approve or reject local education authority proposals for the establishment of tertiary colleges; and if, in the light of proposals contained in the Education Reform Bill, he anticipates any changes in respect of those criteria.

Mr. Dunn

As explained in circular 3/87, my right hon. Friend considers any school reorganisation proposal involving the establishment of a tertiary college on its educational merits, and he will continue to do so.

To ask the Secretary of State for Education and Science if he will list the local education authorities whose proposals to establish tertiary colleges since 1979 have been(a) approved, (b) rejected and (c) accepted subject to modification, and the numbers in each category, for the years 1985, 1986 and 1987 and the first two months of 1988.

Information is available only from August 1980 when the Education Act 1980 came into force. The table shows those proposals under section 12 of that Act decided since that date which involve the establishment of one or more tertiary colleges, the LEAs concerned, and the decision made by my right hon. Friend or his predecessors. In 1985 one proposal involving the establishment of one or more tertiary colleges was approved and one was rejected; in 1986 five such proposals were approved and two were approved with modifications; and in 1987 two such proposals were approved, one was approved with modifications, four were rejected, and one was withdrawn by the LEA. No such proposals have yet been decided in 1988.
