Mr. Tony Lloyd

To ask the Secretary of State for Employment (1) what steps he has taken to ascertain the level of interference with the success of small businesses caused by paperwork and legal restrictions in providing employees with a note on disciplinary and grievance procedures;

(2) if he has any statistical evidence to support the Government's view that provision of a note on disciplinary and grievance procedures imposes a burden on small businesses.

[holding answer 29 February 1988]: There is evidence from a number of surveys that some employers are reluctant to recruit additional staff because of the employment protection legislation.
