§ The Prime MinisterAnnex V of the note from the presidency (SN 461/1/88) was, with minor amendments, attached to the final conclusions of the European Council (SN 517/88) as annex I. It is free standing and has no effect on the arrangements for budget discipline in agriculture agreed at the Council. It refers to existing provisions in the treaty and does not confer any new powers on the Council.
