To ask the Prime Minister if Her Majesty's Government treat annexe V of the presidential notes published after the Brussels Council meeting of 12 February, which sets out circumstances in which the budgetary restraints may be disregarded, as part of the Council agreement; if she agreed to the inclusion of this annexe; if Her Majesty's Government treat the implementation of the annexe as falling to be considered by majority vote of the Council or by unanimity; and if she will make a statement.

The Prime Minister

Annex V of the note from the presidency (SN 461/1/88) was, with minor amendments, attached to the final conclusions of the European Council (SN 517/88) as annex I. It is free standing and has no effect on the arrangements for budget discipline in agriculture agreed at the Council. It refers to existing provisions in the treaty and does not confer any new powers on the Council.
