§ Mr. Alfred MorrisTo ask the Secretary of State for Wales what steps he has taken to ensure(a) that all the relevant local authorities in Wales are financially able to discharge in full their statutory duties under the Chronically Sick and Disabled Persons Act, and (b) that their duties under the Act are being fully discharged by all local authorities.
§ Mr. Grist[holding answer 29 June 1988]: Responsibility for implementing the Chronically Sick and Disabled Persons Act lies with local authorities. We do not allocate resources to specific functions of social services departments and it is not practicable separately to identify the total amount spent on services under the Act. However, the Department receives regular returns on 304W consideration, and taking into account the views of the directors of the four Welsh extra-mural departments, it has been decided that responsibility for funding the extra-mural departments of the University of Wales should also be transferred from the Welsh Office to the Universities Funding Council. Discussions are being initiated with the University Grants Committee and the directors of the four extra-mural departments about the detailed arrangements for the transfer of responsibility to the UFC from 1 April 1989.
