§ Mr. FreemanThe principal criteria for the location of Territorial Army centres are that they are well placed for the recruitment and retention of volunteers and they are therefore mainly based in urban areas close to the reservists' homes and places of work and are easily accessible by public transport. The Territorial Army centres must also meet the military requirements of permitting access by military vehicles and be large enough to be capable of providing indoor training, storage spaces, administrative accommodation and adequate parking and garaging.
