§ Mr. ScottAll expenditure on social security benefits is demand-led, other than for elements of the social fund from 1988–89 onwards. Those elements of social fund expenditure which are demand-led represent about a quarter of planned expenditure on the benefit in those years. Expenditure on administration is not demand-led.
