Mr. Worthington

To ask the Secretary of State for Scotland if he will publish in the Official Report a list of road, bridge and tunnel facilities in Scotland for which tolls are levied, with a note for each entry of(a) the name and address of the responsible authority (b) whether it produces published accounts for that specific facility (c)which Minister, is responsible for authorising changes in such tolls, and (d) on which (i) public expenditure programme and (ii) class, vote and subhead, the toll revenue and associated expenditure is to be found.

Tolls in Scotland are levied on the Erskine, Forth and Tay road bridges. The required information relating to the specific facilities is as follows:

Erskine Bridge

  1. (a) The Secretary of State for Scotland.
  2. (b) A White Paper Account is published annually.
  3. (c) The Secretary of State for Scotland.
  4. (d)
    1. (i) Roads, Transport and Environmental Services, Scotland.
    2. (ii) Class XVI, Vote 6, Subheads A1(2) and A2(5).

Forth and Tay, Road Bridges

  1. (a)
    1. (i) The Forth Road Bridge Joint Board
      • Regional Headquarters
      • George IV Bridge

    2. (ii) The Tay Road Bridge Joint Board
      • Tayside House
      • 28 Crichton Street

  2. (b) Accounts are published annually by the respective joint boards
  3. (c) The Secretary of State for Scotland is responsible for the authorisation of changes in tolls either:
    1. (i) on his own initiative after consulting the joint board and taking into account any representations it makes; or
    2. (ii) if the joint board, or any of the constituent councils, or a representative body of traders, vehicle users, and so on, request a revision of tolls.
  4. (d) Revenue and expenditure is the responsibility of the joint boards and does not appear in a public expenditure programme.
